Draft strategies of socio-economic development of the federal districts (developed under the leadership of the Ministry of Regional Development) have specified the main directions of districts’ development until 2020. At present, the process of their review and approval comes to an end.
In this regard the mechanism of strategies implementation which should include monitoring of their performance and possibility to make adjustments on a mid-term horizon becomes an important issue.
Another important activity for the implementation of strategies is the formation of regional investment policy and promotion of investment projects included in these strategies. A special institution of "regional commissioners" (created on instruction of the President of the Russian Federation of 02.04.2011 ¹ 846) is supposed to promote the federal regions development in Russia. The main aim of this institution is to support business entities and individuals in implementation of private investment projects.
During the discussion at the round table it is suggested to present viewpoints of different federal districts on the above issues and make appropriate recommendations.

The aim of the round table is to discuss the implementation of complex socioeconomic development projects of the federal districts which are coordinated at the federal level by the Ministry of Regional Development of Russia. These projects involve the creation of interconnected industrial and infrastructure facilities that ensure the development of individual territories in PPP form. Considering the specifics of these projects, their implementation can be assured by virtue of their competent primary structuring and synchronization of funding issues at the state level.

Effective territorial marketing is an important prerequisite for successful attracting investments to the territory, development of domestic and incoming tourism, expansion of exports, attracting of skilled labor forces.
At the working session on territory branding following discussion topics are scheduled:
· creation of mechanisms for planning and coordination of activities of all levels of governance in the field of brand promotion and territorial marketing;
· implementation of effective mechanisms for publicprivate partnership in promoting regional brands which coordinate the activities of state and municipal authorities and business;

The experience of long-term success of strategic planning for sustainable development of Novosibirsk on the basis of interaction of scientific, industrial and business structures, a wide range of public bodies and local governments will be presented on this master class.
It is planned to demonstrate the schemes of networking of the local community and municipality, the methodology for forming a conceptual platform of sustainable development strategies, defining strategic goals, objectives and evaluating their priorities, methods of preparing a strategic plan and construction of mechanisms for its implementation, identifying and monitoring development indicators. Additionally, the potential of the innovation policy in Novosibirsk, systemic approaches to support the knowledge-intensive industries development, acceleration of the development of innovation, city infrastructure and municipal services are to be at issue.
Following experience will be considered:
- mobilizing the innovative capacity of cities to successful overcoming the crisis of the 90s and ensuring sustainable development of production systems and municipal services over the last decade,
- creating the conducive circumstances in the urban environment for Novosibirsk transition to the “intelligent city” phase, and
- designing the supportive system for growing “creative generation” and creating social lifts for mobility of the talented youth in order to traine the staff for innovation economy of the city.

The IV International round table traditionally provides a platform to discuss various aspects of current international issues of regional development. Among other topics particular attention will be paid to
the 40th anniversary of the Association of European Border Regions (AEBR). Over a distance of 40 years, the Association is representing the interests of crossborder and transborder regions in Europe, and countries outside the EU. The Secretary General of AEBR Mr. Martín
Guillermo Ramírez, officially confirmed his participation in the Forum, will make a review of the 40year activity of the Association in support of crossborder cooperation, joint crossborder programs and projects development.
The program of the round table also includes the speech of the Vice-Governor of Kursk region Mr. Gennady Plohih about holding the first ever General Assembly of AEBR in Russia in Kursk (September 2011).
The discussion will continue with speeches of the experts and representatives of European, international and national organizations: European Conference of Ministers responsible for Spatial/Regional Planning (CEMAT), the Council of Europe, Organization for Economic Cooperation and Development, etc.
Due to the growing of international importance of the Arctic region presentations by experts on sustainable strategies for longterm development of the Arctic are also scheduled.
Besides, within the frameworks of the round table Europe’s leading expert on regional development, Mr. Jacques Robert will present his new book “The European Territory: from roots to global challenges”.

The most important mechanism for the innovations diffusion within the regional industrial clusters is a partnership of large companies with SME in such fields as development of outsourcing mechanisms, implementation of assistance programs on foreign markets entrance for enterprises of particular cluster, joint market research, use of vocational training programs, promoting the commercialization of research results, etc.
New impetus to cluster development was given by establishing the Centers for Cluster Development in several regions within the framework of State Support programs of SME.

Full implementation of regional policy measures in the Russian Federation is limited by the lack of a unified system of state regional development strategic planning interlinked with the
spatial planning system.
Strategic planning documents should be connected with the territorial planning documents of the Russian Federation, subjects of the Russian Federation and municipalities, which in
turn represent one of the tools for complex territorial development management and create a spatial framework for the implementation of policies and programs of socioeconomic development of regions and state as a whole. It also appears that spatial planning at the state, regional or municipal should be combined with the State Strategic Planning System of SocioEconomic Development.

In preparation for the round table Ñ2 «Municipal Strategies 2000-2010: Different Fortunes» Leontief Centre and the Institute for Urban Economics supported by the Ministry of Regional Development of Russian Federation are conducting a study of experience of strategic planning in the municipalities, who started this practice about 10 years ago. Municipalities and cities where a strategic document (a concept or a program) was enacted no later than 2005, and has a term of not less than 2010, were invited to participate in the research project. Municipal Administrations were suggested to submit an analytical note of a standard type. The results are placed in the section Analytical notes. Additionally, a number of materials prepared by research staff/consultants who participated in the document’s formulation process or watching the situation from the outside are placed in the section Independent opinions.

Foresight is a specially organized process of systematic evaluation of longterm development prospects with the participation of business, scientific community, government bodies and civic institutions. Foresight helps to evaluate the potential specialization of a particular region and align with key stakeholders the development projects as inevitable part of a goal achievement process.
Foresight’s methodology allows predicting, and in some cases forming the future, taking into account all possible changes in such areas as: science and technology, economics, public administration, social and community relations, and culture.

The Baltic Sea Region is an example of the region where the unique experience of transnational and cross-border cooperation between Russia and EU-members and non-EU countries is accumulated. This experience demonstrates, on the one hand, the obvious achievements, and on the other one - problem areas. In the context of today’s Russia the potential of SEZ tool is significantly underutilized. Take as an instance Kaluga or Vladimir regions where the SEZ models are inefficient in comparison with the model of industrial parks developing on the basis of debt financing. Apparent success of the innovative development of the Tomsk region are determined primarily by the unique scientific and educational potential of Tomsk and effective policy of regional administration, and to a less degree – of technology development SEZ’s infrastructure. Foreign investments in tourist and recreation areas amount to nothing.

Nowadays financial institutions have become one of the active actors of local development. Banks direct the development of the city in one direction or another by opening certain credit line or offering loans for projects to support small businesses, public services, single-industry towns, and providing appropriate counseling. Definitely, there is a great role of the federal large banks, such as the Bank for Development and Foreign Economic Affairs, but active regional banks either make significant contribution investing money, their knowledge and expertise to economic development of the small towns.
Spurt Bank (JSCB “Spurt”), which has extensive experience working with local authorities and public utility companies, can serve as a model. Within the master class managers and specialists of the bank are telling about their projects on integrated territorial development in cities such as Naberezhnye Chelny, Kamskie Polyany, village Rybnaya Sloboda, etc.

Achieving the objective stated by the Strategy implies the use of new management techniques based on application of integrated (intersectoral) management practices that can help to overcome the conflict between the modes of use and preservation of the marine environment on the assumption of an ecosystem approach that considers the marine environment as an integral unit and the processes occurring in it in relationship.
