Special Economic Zones as Implementation Mechanism for Regional Development Strategies

Summary

In the context of today’s Russia the potential of SEZ tool is significantly underutilized. Take as an instance Kaluga or Vladimir regions where the SEZ models are inefficient in comparison with the model of industrial parks developing on the basis of debt financing. Apparent success of the innovative development of the Tomsk region are determined primarily by the unique scientific and educational potential of Tomsk and effective policy of regional administration, and to a less degree – of technology development SEZ’s infrastructure. Foreign investments in tourist and recreation areas amount to nothing.
The complex of above mentioned problems of using the SEZ tool in Russia, thus, determines the the range of issues to be discussed:
- How to change the paradigm of the development of industrial SEZs so that they have objectively become the driving force of economic modernization in Russia?
- Why do Russian companies dominate among the residents of technologyinnovative SEZs and there are no genuine groundbreaking breakthroughs?
- What are the hindrances to attract international hotel chains in the touristrecreational SEZs?
- Which financial instruments and PPPs’ forms will improve the efficiency of budgetary funds use fordevelopment of SEZs?
