New Generation of Strategies: Implementation Management

Summary
New stage of socioeconomic development of the country and modern parameters of regional development require correction of the regional development control system in Russian regions and municipalities. This correction has to take course on three main levels:
1) correction of the goals and objectives of socioeconomic
development of Russian regions and municipalities;
2) improvement of management and incentive mechanisms of economic and social development of Russian regions and municipalities;
3) updating the institutional framework.
The pivotal instrument connecting all three levels of improvement of the Russian regions’ economic modernization mechanisms should be the control system of implementation of the development strategy, which has to be based on close cooperation with the local community and business.
