Summary

The most important mechanism for the innovations diffusion within the regional industrial clusters is a partnership of large companies with SME in such fields as development of outsourcing mechanisms, implementation of assistance programs on foreign markets entrance for enterprises of particular cluster, joint market research, use of vocational training programs, promoting the commercialization of research results, etc.
New impetus to cluster development was given by establishing the Centers for Cluster Development in several regions within the framework of State Support programs of SME.

Considering the high significance of the clusters formation and development for stimulating of companies and territories innovation activity, it is important to answer the following issues in the round table:
What initiatives are considered by regions to be real achievements in the field of cluster formation and development?
Which barriers and constraints arise in the processes of identification, formation and development of clusters?
How can the development institutions take part in supporting and developing of cluster initiatives?
What are the new approaches to cluster development?
What can we improve in mechanisms of cluster initiatives support at the federal, regional and local levels?
